Numbers 27:15-17
Moses said to the Lord, “May the Lord, the God who gives breath to all living things, appoint someone over this community to go out and come in before them, one who will lead them out and bring them in, so the Lord’s people will not be like sheep without a shepherd.”
It is good and right to appoint leaders in the midst of biblical communities. This goes for all areas of ministry. Moses makes this request of God: that before He dies another would be set over Israel. God agrees to do this and Joshua is appointed as a leader in Israel, and given some of Moses' authority. Current leaders must entrust future leaders with sufficient authority to raise them up. Joshua is not to become a figurehead, but he is to step into a real role of leadership; taking guidance from Eleazar (Aaron's son) as He inquires of the Lord on behalf of Israel.
